Project Overview

The Connecticut Children's Medical Center LAMPP (Lead Action for Medicaid Primary Prevention) project is a HUD financed early intervention and prevention program that provides funding to private property owners in fourteen cities and towns in Connecticut to make homes and apartments lead safe.

The goal is to protect children before they get lead poisoned, intervene at lower blood lead levels, and prevent exposure to children who will move into the same housing in the future. Although we give priority to properties with children under age six, properties that are not owner occupied are eligible with or without children in residence.

LAMPP operates in the following communities: Bridgeport, Danbury, East Haven, Enfield, Hartford, Manchester, Meriden, New Britain, New Haven, Norwalk, Stamford, Torrington, Waterbury and West Haven.

LAMPP will provide the Property Owner with the following: 

  • Financial assistance to address lead hazards, forgiven over 3 years.
    • Single Family - $16,000
    • 2 Units - $23,000
    • 3 Units - $34,500 
    • 4 Units - $36,000 
    • 5 units -  $40,000
    • 6 units & above- $7,000 per unit
  • Lead hazard education for owners and tenants.
  • Healthy Homes Environmental Visual Assessment to identify potential health hazards
  • Referrals for low cost/no cost weatherization programs
  • Inspections and plans for lead hazard removal.
  • Relocation assistance during hazard control work.
  • Guidance through all phases of the program. 

LAMPP will provide Families with the following:

  • Lead hazard education on dangers of lead poisoning and prevention methods.
  • Risk assessment to check your home for hazards such as lead dust.
  • Plans to control lead hazards found in your home.
  • Relocation assistance during hazard control work.

Property Owner agrees to the following:

  • Contribute $700.00 registration fee per unit at time of contract signing
  • Manage temporary relocation of occupants
  • Cover costs above the maximum LAMPP assistance. 
  • To be responsible for proper disposal of waste materials

For period of 3 years after construction is completed, owner agrees to:

  • Give priority to families with children under age 6 when renting lead safe units.
  • Maintain the units in accordance with the federal Housing Quality Standard
  • Maintain affordable rent levels. (HUD Existing Fair Market Rent)
  • Rent units to low-income households as defined by HUD

Eligible properties:

  • Privately owned housing built prior to 1978.
  • Occupant income less than 80% of area median income.
  • Owner occupied property with child under six in residence or spending significant time in property (e.g. six hours a week, ten weeks a year)
  • Rental properties, with or without children in residence, with rent equal to or less than fair market rent established by HUD guidelines
